It examines how action is coordinated in multi-level-systems like the education system with numerous actors (individual persons, groups, organizations). With a governance-theoretical approach research tries to survey, how different levels or actors in the system interact with each other (on a horizontal or vertical level in the multilevel system) and which problems f.e. in the social coordination of action can occur between the different levels.
Governance Actors: The individuals, groups, social associations or organizations that work together in a steering process.
Transformation: A transformation is understood to be a fundamental change. In the education systems we talk about the transformation from a selective and segregated education system, to an inclusive education system. From a social perspective, the term is used to describe changes for example in political, cultural or structural development. The transformation process comes to an end when new system cultures, politics or structures have become permanently established and stabilized
